I upgraded to Vista but now the Run command is missing from the start menu. Is there a way to get it back?

This doesn't appear by default in the start menu on Vista, but it's easy to get it back. Right-click on the Taskbar, select "Properties" and then select the "Start Menu" tab. If you're using the regular start menu (the top radio button labeled "Start menu" is selected), click on the "Customize" button next to this, check the "Run command" box and hit "OK". If you're using the classic start menu (the second radio button labeled "Classic Start menu" is selected), click on the "Customize" button next to this, check the "Display Run" box and hit "OK".

I'm thinking of upgrading from Win XP. What are the advantages of Vista Home Premium over Home Basic?
